    What are your top 5 teams that good FA never sign with even when they have enough cap space?

    Utah
    Orlando
    Cleveland
    Dallas
    Atlanta

    Both ORL and CLE are softbanned from signing above decent FA and can only sign old scrubs and young D-leaguers. Dallas and Atlanta are invisable until someone wants to dump a bad contract or a fossil wants to get overpaid. Utah is a blackhole of young scrub contracts.
