I May Be WrongParticipantI was debating to put this in the main board because I really need some advice about a current situation. I grew up living in this 2 bedroom apartment in a suburban area outside of Philly. We have been here longer than any other tenants living here. Right now, there is a manager named Rose who is absolutely the worst manager we have had at the apartment complex. Literally, she tries so hard to belittle people and treats everyone so badly when they need something fixed or finds away to blame the problem on us. I can go on and on about her awful management but just honestly take my word for it, she is the WORST ever.
Now, for some more background information about the situation. We had a little roach problem in our house that we told her months ago to please come through and fix the situation. She says we have to pay for our own "roach bombs" and move out of the house for 7 hours. The problem isn’t the fact that we wouldn’t do get the roach bombs. The problem that we had was that SHE refused to send someone or pay for the roach bombs even though we pay near $1000 rent a month. She’s had it out for our family since that day because we all got in an arguement about her not buying the bombs for us or not even talking care of the problem like a manager should have. Despite that, our family bought plenty of sprays, traps, whatever so we paid for that and we killed a lot of the roaches but anyone who has had a roach problem knows they won’t go away. So we kind of just deal with that.
NOW to the real issue that is bothering which happened today. Our kitchen pipe was very leaky and my mom couldn’t wash dishes or cook without the sink leaking so much water. So I wrote her a note that said "could you please come over and have someone fix that asap", which I gave the letter to my dad who dropped it off to her in the morning first thing. Then, she calls our house and since my dad’s English isn’t great, she wanted him to come to the office. My dad went there and she proceeded to tell my dad that she would NOT send anyone over. He asked why? She said not until you bomb your place and kill all the roaches before she sends anyone to fix it. Ok, like I said, I know we had a problem but we tried taking good care of that and we spent a lot of our money to buy all the stuff to kill them but in all honesty, WHAT does a roach problem have to do with a leaky water pipe? NOTHING! My dad said that, he said he wasn’t asking for help for a roach problem. He was asking to fix the pipe so everything could be good again. She doesn’t listen and kept saying not until the roach bomb takes place. She got loud with my dad and she thinks just because my dad’s English is not good, she can take advantage of people but my dad yelled back! Demanded her to come and fix the thing. She told my dad to leave the office after more yelling! My dad threatened to sue and wanted the number to the owners of the apartment complex but she didn’t give it to us. Now, when we were all at work or school, someone did come over and fix the pipe, which should have been done without any arguing.
I am pisssssssssssssedd off! She yelled at my father like he’s an idiot even though we followed their rules and wrote a letter. I hate people who act like that they are better than everyone. She has a major attitude problem and I want to take an action. Does any user have any way to go about this, maybe someone who has had a difficult landlord?

In your case, she does seem to be an incredibly obnoxious woman, and it is unfortunate to know that she seems to be the person in charge. That being said, is she just the manager/super, or the owner of said property? If she does indeed have a boss, I think you have significant reason to go over her head.
Working in property management, I deal with two residences. Both indeed have many of problems you have been dealing with, and luckily enough, things seem to work fairly well. Nonetheless, we get constant complaints, some of which we take more seriously than others (you get to know which are serious). In your case, I have no idea why she was not willing to pay to get rid of the roaches, but maybe she was really indignant about the problem due to similar complaints from other tenants? Could be a possibility.
As far as the sink goes, sounds like she is just awful to deal with, and I would try to contact the owners. I am sure you could find a way to get their number. When it comes to the manager just straight up not doing her job, you have every right to complain. From now on, I would suggest that she is more than likely just an awful person to deal with. You seemed to have gone through the proper procedure, but I do not know a way to get her to change unless her job is on the line. If enough tenants have valid complaints of her being really belligerent and negligent, than the owners will take notice. We had a super who was quite good, but intimidated and was rude to tenants, amongst other things. Needless to say, we had to get rid of him. Good luck, because it sounds like this idiot is even worse.

But yeah, I’m going to try to find the lease for my dad (but I have a feeling they hold the leases after you sign them actually and I really don’t know if she would let us get our lease back) but I wanted to see if I could contact a person above her.
I asked some of our other tenants and they kind of have had problems with her but now, a majority of the tenants are (no offense to anyone) Mexicans who barely speak English. In fact, the one 2 bedroom apartment is being occupied by 5 different mexican people, who I don’t have a problem with at all because they keep quiet and she probably doesn’t care as long as the rent comes in you know.
But apperciate the input MikeyV. If I was a manager, I would take serious problems into consideration but if someone is having a leaky pipe, there should be NO exucses not to fix that. I wanna curse her out tomorrow morning but my dad said don’t do nothing stupid. I’ll see if I can do some more research and try to see if we have a more stronger case because I feel like calling like a department official and trying to get her fired in all honesty haha

Now as for the lady yelling at your dad, she got lucky that time, but next time she will will have to feel the wrath of the Indians. My dad would have lost his temper on the first day, and our accents don’t make the situations any better.
On a serious note, I agree with MikeyV, if she has a boss, than try to see what they can do. Here in San Francisco, tenants have the uperhand in almost every way, and if they don’t get what they want, they get the law involved. It seems like this lady is just nasty, so try to win her over with your Indian charm, but if not, look at the rent agreement, and it more than likely should have a clause which would leave her with no choice other than to fix both of your problems.
