According the Stephein rules, One team have to draft 1st round at least 1 time within 3 years.
The Rockets do not draft 1st round in 2018 and 2019 , So this year they can’t trade the draft. They have to be the 1st round draft on their hand.
on the 4 teams trade at February , The Rockets send the 1st round draft to Nuggets. also they don’t have the 1st round next year. It means The Rockets do not draft in the 1st round 4 years straight.
Why the league commit this trade, it’s against the Stephein rule?
Or , I’m misunderstand something about the rule that on 2018 the Cavs can’t trade the 1st draft (convert to C.Sexton) because the Stephein rule too.
This is not the rule,
The team can not trade all their first round draft picks in 2 consecutive years in the future.
2 key conditions here:
1-Being future picks:
So lets say the Mavs who already traded 2021 and 2023 first round draft picks, has a trade that need a 1st to finalize it
They can trade their 2020 right after they made the pick, but not before that.
2-Trading all 1st round picks, for example the wolves already traded 2021 pick, but have 2 first round picks in 2020. SO if they found the deal in the off-season before the draft they can trade their own pick and keep Nets pick.

i’m clear it’s not the rule.
but i’m not clear the rockets didnot draft 1st at 2018 and 2019. it’s 2 consecutive years.
why they can trade the 1st pick this year.
when i compare the case of The Cavs that they can trade the 1st round pick( 8th) in 2018 because the did not draft (1st round) in 2016 and 2017 .
Not sure what is Cavs case.
But again for Rockets, it is because past traded picks don’t count for the rule, only future picks.
A team can trade their first before All-star game every year and don’t make a single pick for decades if they want, as long as they do not trade 2 consecutive future picks
Well, from what I’ve seen. Houston traded those picks mid-season so technically they have those picks in 2017-2020. As long as they don’t trade 2 consecutive picks in one trade then those said picks can be traded for an asset. For example, the 2017 pick can be traded as long as they still have the 2018,2019 2020 picks and so on however with Miami’s case they can’t trade the 2020 pick because they don’t have the 2021 pick next year. The only way they can trade that is if they use that pick.
